“O Indians! Just as our ancient sages and sages, leaders and gurus have performed their duties faithfully, so you will not fail to perform your duties.” ~ Rigveda
Our constitution has given us many constitutional or fundamental rights, but we need to remember that it also includes some constitutional or fundamental duties! Rights and duties are inseparable. The existence of one without the other is meaningless. You cannot ask for a right without an equal duty or vice versa. They are two sides of the same coin. Even, Mahatma Gandhi once said: “It is the performance of a duty that protects our right. Rights cannot be separated from duties.” Surprisingly, Fundamental Duties were not a part of the original Indian Constitution when it was written at the time of Indian Independence. They were later added to the Constitution through a constitutional amendment in 1976.

By performing the duties, it can be concluded that these duties were derived from Indian traditions, mythology, religions and practices. These duties were, essentially, a reflection of the Indian way of life. The concept of Fundamental Duties was taken from the erstwhile USSR Constitution, as socialist countries considered rights and duties to be of equal importance. Until that time, Japan was the only democratic nation that had duties to its citizens. Nevertheless, the absence of a ‘duty’ in the Constitution does not mean that the citizens of that country behave irresponsibly. Acording to fundamental duties under article 51a.

Fundamental duties are a constant reminder that along with rights, citizens also have some moral obligations towards the nation. Various nations around the world have adopted the principle of ‘responsible citizens’, and have moved towards the path of developed countries. Fundamental duties are of utmost importance in present times. For example, the duty under Article 51-A (g) calls for protecting the environment, which is extremely important today in the climate change crisis. The importance of these Fundamental Duties is immense.
Even the Bhagavad Gita and Ramayana tell people to perform their duties. Lord Krishna says in the Gita, “One should perform one’s duties without expecting any fruit.” Democracy cannot happen unless citizens become responsible for the progress of their country. A high sense of duty is essential for the survival of a democracy. Also, rights and duties must exist together. Rights without duties can lead to anarchy. Since ancient times, Indian culture has always emphasized on an individual’s “kartavya” – performance of his duties towards society, family and his country.
“It is the duty of every individual to contribute to the development and progress of India.” ~ Swami Vivekananda

What is the history of Fundamental Duties? (Significance)
Fundamental duties were added at a time when Indian democracy was going through a dark phase, the Emergency. It was implemented on the basis of the report of a 12-member committee headed by Swaran Singh. The report was considered and the Fundamental Duties were implemented in 1976, this being the 42nd Amendment. The idea of adding Fundamental Duties was taken from the Constitution of the Union Soviet Socialist Republic. Article 29(1) of the Universal Declaration of Human Rights, 1948 was also considered for drafting the report of the Committee.
Earlier, there were only 10 fundamental duties. The 11th duty was added by the 86th amendment to the constitution in 2002. The Justice Verma Committee was established and steps were taken to implement these duties in every type of educational institution. This is the reason why students should sing the national anthem every morning.
